SpaceX to Invest $100 Billion in New Louisiana Spaceport

SpaceX has announced plans to establish a second major launch facility, dubbed Starbase, Louisiana. The company intends to invest up to $100 billion in the project, which will be located on former Exxon property in Vermillion Parish. According to SpaceX, the move follows a seven-year search for an optimal site capable of providing sufficient fuel access and expansive land for its operations.

The new facility is designed to serve as a primary hub for Starship, the world’s largest rocket ever built or flown. The vehicle is central to Elon Musk’s long-term goals, which include expanding the Starlink satellite network, launching orbital data centers, and pursuing plans to colonize Mars.

While SpaceX aims to begin construction of its first launch facilities in 2027, there is a slight discrepancy regarding the operational timeline between the company and state officials. SpaceX targets an initial launch from Louisiana by 2029. However, the Louisiana Economic Development (LED) agency offers a more conservative estimate, stating that while construction will begin by the end of 2027, initial operations are expected to come online in 2030.

Logistics and Orbital Advantages

The chosen site in southern Louisiana offers several strategic advantages over SpaceX’s existing Starbase facility in South Texas. The location provides deep-water access via the Intracoastal Waterway, facilitating the transport of payloads and rockets by barge. Because it is relatively close to the company’s massive Starfactory in Boca Chica, Texas, logistics for moving components are simplified.

Furthermore, the southward-facing orientation of the Louisiana site provides a path toward polar orbits—routes that pass over or near the poles. This is significant because many of SpaceX’s orbital data center satellites will likely occupy these orbits. From this location, a Starship could reach a polar orbit with a traverse over Mexico totaling nearly 1,000 miles downrange.

Economic Impact and Job Creation

The project is expected to generate significant employment in the region. SpaceX stated it would bring “probably 10,000 really exciting jobs” to the state, seeking workers for welding, energy production, and various trades to build out what will be a “self-sustaining spaceport.”

Specific figures from the LED suggest that the project will create at least 3,000 direct new jobs over a 10-year period, with an average annual salary of $92,600. At the peak of the construction phase, more than 30,000 construction jobs are anticipated.

Environmental Mitigation and Coastal Restoration

The announcement comes in the wake of significant environmental scrutiny SpaceX faced at its Texas facility. In that location, a 2023 test flight resulted in a concrete launchpad explosion that sent debris into nearby nesting sites for endangered species and sparked a fire in Boca Chica State Park. Additionally, a 2024 notice of violation found SpaceX had released pollutants into water bodies near the Texas site.

To preempt similar issues in Louisiana, SpaceX has committed to a “historic coastal restoration.” The company plans to partner with state and federal agencies to expand Louisiana’s Coastal Master Plan. This includes building Gulf shoreline protection breakwaters to slow erosion—which currently affects the coast at a rate of one to three meters per year—and protecting wetlands from storm surges.

SpaceX intends to utilize approximately 125,000 acres in an area known as Pecan Island. The company stated it will only use a small portion of this acreage, aiming to preserve the surrounding wetlands for wildlife and recreational activities like hunting, fishing, and boating.

Strategic Context for Starship

The massive investment underscores the importance of the Starship rocket to SpaceX’s profitability. While the company has spent over $8 billion on Starship development, it remains the primary vehicle for maintaining its profitable Starlink satellite internet service.

SpaceX is currently navigating a critical phase of development. Since 2023, the company has conducted 13 test flights. While progress has been made, SpaceX has yet to successfully return both the booster and the upper stage to the launch pad on a single flight—a requirement for full reusability. The success of this milestone is tied to Musk’s recent statement that he intends to retire the Falcon rocket family once Starship can achieve multiple flights per week.
